About the founder

Mr. Rubio has built a reputation as a thought leader in govtech implementation, with over a decade of experience procuring technology and professional services for federal government agencies. He holds a background in technology implementation from Harvard University. He has held positions as a Contract Specialist or COR at three top federal agencies with the largest IT budgets, procuring IT services and products, and have also worked for five of the top ten departments with the biggest IT budgets.

While at the Defense Advanced Research Project Agency (DARPA), Mr. Rubio managed numerous contracts in the field of technology innovation, including robotics, drones, and artificial intelligence. At the General Services Administration (GSA), he worked on the GSA IT Schedule 70 for Technology Professional Services and was a part of the launch team for the Cybersecurity and Cloud SINs. In addition, his team collaborated with 18F to bring innovative startups to the federal government through the Startup Springboard program.
